Disney is spending the money at WDW on the Fantasyland expansion creating Pixie Hollow, the Beauty and the Beast Castle etc. Better long term investment than a parade at this point.

This is basically the same parade as Disney Dreams Come True! Are they ever going to truly make a new parade? With new floats and such?

In this economy? Not anytime soon. The newest thing at Magic Kingdom is "Move It, Shake It, Celebrate It!" which is a street party not unlike what they have at Hollywood Studios. It runs the same route as Spectro (starting at Town Square and ending in Frontierland).

If they built, and opened, EPCOT Center in a recession, then why can't they replace a parade?

Exactly. They are basically redoing all of California Adventure in Anaheim during a recession too.
