@blabafasaykissmybutt My guess is that in the game, since there are two doors that are used by the developers for that building, one door is the ordinary door for the building, and the second door is used during the end of the game. The developers were probably lazy and just put the second door inside of the building when you are not at the end of the game, where players cannot enter unless they cheat.

This works on the 360, you use the paint brush glitch to climb up to the top of the tower, when you get the top just jump through the ceiling, and look for the door on the ground.

Sorry, this doesn't complete Oblivion. It's a well-known glitch that lets you access the area. To complete a game, you must've played everything through.

And the console is only available on PC, so many viewers can't do this. Do some research, it's possible without the console -- put that up, I may rate higher.
