No it not a real liquid. I painted the bottom red and then poured in an acrylic resin that i colored red. So it looks a lot like liquid with out the problem where it sloshes around.
Good luck with that board, you might try sanding it off, using foam spray on the affected area, resanding it, and then painting over that. (Fun and easy amirite?)
Try getting a better job.
