Good idea and Bad in the same time, good for facial recognition during times of distress, and/or identity requirement, bad for privacy reasons.

There always seems to be a trade-off between security and privacy. If you beef up security everyone complains that it's an invasion of their privacy, but if you give them more privacy everyone wants more security. I wrote a paper for my technology class about that.

While I usually agree with Benjamin Franklin, I think that could be dangerous if taken to the extreme. For example, we inherently have the freedom to kill anyone whenever we feel like it, but since we live in a society we've made murder a crime to protect ourselves from being killed. So I don't think that giving up some freedom is a bad thing, as long as it's not carried to the other extreme either. There's a balance there - somewhere.

The only thing to do is marry a plastic surgeon and alter your face significantly every other weekend. Then big brother will not know who you are. Of course if big brother doesn't recognize you, you won't get your food ration for the day, but whatever...
