It technically DID have a story, though the intro sequence was cut from the US version for some reason. Basically, these two schmucks are trying to take over the world by using a robot based on Bomberman's model, and launch a competition to best the real Bomberman.

To support this, however, the bomberman series doesn't really need to have a story to be fun.
