Not sure what you specifically mean by "reforming undesirable behaviors at the level of the brain". My concern is when people may be exposed to black box technologies that could be dangerous for humanity. Our brains are also affected by our philosophical beliefs and actions. Well, think about this: our brains were designed back in the Stone Age and haven't changed much since then.
(This causes a lot of problems for us now.)
I really don't think a society anywhere near perfect could be achieved without reforming undesirable behaviors at the level of the brain.
