the title reminds me of "song for Bob Dylan" by Bowie. I wonder if they were influenced by that concept of writing a song for an artist

In the sense that it is dedicated to a fellow musician, then I guess the answer has to be yes. Plus his voice sounds almost exactly like Treacy's here. The Bowie song itself might not necessarily have been an influence though, eg. Dylan himself wrote a "Song to Woody (Guthrie)" a decade earlier, etc, etc.
