This isn't Costa Rica - this is the "El Cuco" festival in PUERTO RICO organized by New York based production crew Tsunami. It was on Presidents Day weekend in 2000.

I didn't go to this event but I used to party with a lot of the people that are in the video dancing- they are mostly people who were living in New York area at that time and traveled there- hence very few native Puerto Ricans. This party was also featured in a Rolling Stone Magazine article sometime in 2000 about trance music.

Its Psycho(live mix) off the Shamanix album, very possibly a little different to what they played then but closest thing to it. The original psycho is better/cleaner, off the gathering.
