From what I understood, they heard Japanese being said in the Romanian version and transliterated it. Of course, this calls for WEIRD Japanese. Numa is transliterated as Noma. So, in the "Numa Numa Iei" It in Japanese is "Noma Noma Iei" Noma is a type of Japanese alcohol. And Iei means "Yay!"
