The tone he takes when talking to Sephiroth, and the fact that he didn't make a joke, makes it pretty clear that Kefka is at least worried about fighting him. Kinda makes sense when his fighting style flat out states that Sephiroth is the best swordsman in the entirety of final fantasy history, and has very high level magic on top of that. Sephiroth is a slightly broken character really with all the power he has, not to forget his immortality from bonding with the lifestream.

What does Sephiroth want you ask? Well I dont even think HE knows what he wants! In the first game he just wanted to kill people because he was ass-hurt about his mama. In Advent Children he said he wanted to make a new world. In Dissidia he just wants to manipulate Cloud for the lulz. MAKE UP YOUR MIND PAL!

@LordManda2 In the first one, Sephiroth DID want revenge, but that was only a small piece of the plan. He planned to use the lifestream to become a God and fulfill his mother's legacy. The plan he had in Advent Children was just the next phase of the plan.

Dissidia doesn't really count toward the FF7 story. Neither does Kingdom Hearts. In both, he only wants to fuck with Cloud's head, because it's fun!
