Seeing as this has sparked a bush vs obama debate, the way I see it is as such. Bush screwed things up. Obama, in trying to fix bushes mess either failed outright or made them worse. That makes both of them bad presidents. I would give Obama and edge over bush in that Obama isn't a walking embarrassment to our nation every time he opens his mouth.

 By worst President ever you need more objective reasoning rather than subjective opinions. I would say that the #1 thing a President MUST do is follow the Constitution. The worst presidents would then be those who specifically went against it. In no particular order I would list the following:

Hey Bill, You got me all wrong. W was the worst at that time - Obama is Setting NEW RECORDS for WORST! I was disappointed when I found out Cash For Clunkers couldn't be applied to Congressman. The problem was getting them to drink Engine Seize so their brains couldn't destroy our economy any more.
