Jerry Brown is not proposing to raise taxes. His proposal is to cut the budget by $12.5 billion and hold a special election where voters will have the chance to keep the CURRENT tax rate in place.

If voters don't approve, though, CA is headed to a scary place. It will be interesting to see if the bond market will even go near CA if voters say no. A "no" vote will essentially put the state in a position where it can't sell bonds.

Everything should be based on that with a certain percentage going to whatever not going over 100%. No borrowing. It would be variable according to the revenue.

The state finance will not recover soon. A large portion of the state tax comes from property taxes and corporate taxes. With 12% + unemployment in CA, homes under water, how could the state catch up with the deficit? And I have no idea how to fix this state - a friend of my recently came up with the idea that all city and state workers take a required 2 weeks unpaid vacation every year - not sure if that would do anything to save the state though. . .

I live in CA and it is awful. Our unemployment went up to 12.5% today, the San Joaquin Valley is at 18%. Despite this in the last election we approved a Cap and Trade law and elected liberals to almost all high ranking positions in state government. It's no wonder Boeing pulled up stakes, it would have cost them a fortune to keep that plant open just having to buy carbon credits. Is it a coincidence that the states with the highest unemployment, deficits and forclosures are Blue States?
