The fish will be forced to eat the ends of the plant to survive. They'll get by, but it's horribly cruel...as cruel as you only eating lettuce for the rest of your life.

Not enough room, not a proper diet, they're going to die slowfully.

You forgot a steep. Its the final steep where the following day you have to undo the knot and poor the fish into the toilet because there dead from lack of oxygen, breathing their own shit and probably poisoned by the spermicides in the condom.

question what iif the fish u want to have for example a betta has a diffrent laberinth and instead of taking oxigen form the water it takes it fresh ?? if u pinch the condom it pops so this wont really wOrk
