I believe this is only the 1st stanza of the song. There are actually 4 stanzas. The original idea of the poem was to create a kind of rising tension as the author recounts his experience of watching the Battle Ft. McHenry. This is the point in the poem when the tension has reached its maximum point. The triumphant resolution is the 4th stanza. Strange that we always sing this part which is full of unresolved tension.
