You don't get them at the border, but in vehicle registry office in every town and city in Germany there is one. Yes, if you pay more you get more days, but once they expire they are not valid because they don't have the basic insurance anymore. You can prolong them by driving to one of those vehicle registries in Germany and you get new plates. This is what tax dodgers in EU do, every 3 months they get new plates

these are just export plates, which means the guy bought the car in Germany and brought it London. Those plates are valid for 5 days only.
