Just like FF Type-Zero also has nothing to do with FF XIII but also shares the same mythos. Every FF game is it's own story unless a sequel or prequel is made (Dirge of Ceberus, X-2, FF XII Revanant Wings, XIII-2, Crisis Core, FF IV The After Years, etc). The enemies and names is the only thing that carries over.

This game is not cancel sony said that it was in there best interest to put getaway 3 and eight days on hold because they felt they should work on bigger things which at that time it was rumor that it was the playstaion move they were working on.
