The FACT is that with modern ECT the current is actually off most of the time during the time the button is being pushed. A typical stimulus gives 100 pulses that are each 0.001 second long per second, so the current is on 10% of the time. If the stimulus is 4 seconds long current flows for only 0.4 seconds. This is indeed a shorter flow of electricity than with old devices.
