Just make sure to dump the foreshots.  as for the mash, all you need for basic shine is something with alcohol in it, and all you need for that is water, sugar, yeast, and something to put it all in.

I think you should be able to make your own liquor, no question. Just make sure that there are testing kits for testing against impurities and alcohol content so you know it's safe to drink. Those tests do not cost much and people could just keep them around.
