flygon evolves from vibrava and vibrava from trapinch. can find trapinch at Route 111(desert part) north of mauville city AND in Mirage tower. u cant find shelgon instead find bagon and evolve it to shelgon. Bagon can be found at the Meteor falls.
In the back areas of Meteor Falls (after the waterfall), you'll find Dragon Tamer Nicolas. After you defeat him 5 times, his Pokemon will be holding this item, so you can steal it from him by using Covet or Thief.
You can also try to use the move Thief or Covet on the wild Horsea. If it is holding a Dragon Scale, you will steal it from the Horsea. 5 % of all Horsea will hold a Dragon Scale
