I wondered myself and looked up on gamefaqs just recently. Well, so far what I remember:

Pinky and Brain remove coins. Plotz (the CEO) gives you a continue, Ralph (the guard) removes a continue. The rest will give you coins and when you line up Wakko, Yakko and Dot all lost siblings will return.

The Slot machine at the bottom is to win continues, coins, a temp shield or win back characters you may have lost. The scripts are to finish the game with 100 percent completition and get the "good" ending.
