The story of SLUSHO is definitely an analogy (little fish into big whale), although who knows what. Perhaps the Japanese found something of biological importance to exploit (which also enhanced this monster). SLUSHO could even be an anagram in itself.

IF you get through all the viral sites you see that tagaruto launches a satellite full of slusho and the ingredient into space as a promotion. The satellite crashes into the NYC harbor, you can see this at the end of the movie on the right hand side of the screen, when they show Rob and Beth on the ferris wheel. This than mutates the ocean creature to grow huge.
