Yes, those holes in the San Gabriel Valley has water in them is from our aquifer and it's evaporating away what we have to drink. Now, I must go visit the dams in the mountains that are filed with sand and rocks instead of rain water/snow melt... the dams in the mountains are there to catch water that might flood the valley. If the Dams are filed with dirt, then much less water can be stored in then and rain water could flush down in a fast blast like in 1938.
