any chance of doing a direct drive from the crank to the wheel? Like a steam loco? Bear in mind that it doesn't matter which direction the air pipe points or how long it is. The vehicle would depend on its momentum for the flywheel effect but it might work, especially if you used a coke can for one of the the wheels (very low friction). It might simplify the design.
@davidvwilliamson My designs require quite a high reduction ratio and I doubt that there would be enough power for direct drive to work. I'd like to build a twin opposed cylinder version, when I can get round to it, which might have enough oomph for direct drive. Probably be winter again before I get time to work on that though.
