Home education is the way forward, so long as you know your rights, you should exercise them fully, whether they go against the common agenda of society and institutionalisation or not. A lot of schools and goverment education figures will try to discourage home ed at all costs, but once you de-register your child, they cant say anything. You have to play them, so they dont play you. At home, there are no outside parties to decide for you, what is best for your child.

Yes; if you read what our parliament said in the UK: an effective mentoring scheme, perhaps like the successful big brother, big sister scheme in the USA. Other possibilities include the roots of empathy scheme, under which a class adopts a baby to develop empathetic behaviour, and the teens and toddlers scheme, which is favoured by the Cabinet Office.

So 'big brother, big sister' programme in the US seems to be an equivalent to our 'Teens and Toddlers'; trialled at Boys Town, if I am correct.
