Brent G again. I have experience in opinion polls concerning ballot measures in california since I moved to the mainland. Here is how a rail could work. You have to put on a ballot measure a short term bill taxing items people would be willing to pay an extra tax on in order to pay off the rail short term then drop the extra tax afterwards. They do this on the california ballot measures. Hawaii needs to tollow this role model. If you tax income you are headed for a disaster.
