ah, I know what you mean, quite a few vegetarians I know look similar to the people you described, though I think it has more to do with genetics/lifestyle than anything else... I've just made sure I eat plenty of combined/high-quality proteins and work out on a regular basis, and I think that's why I still look/feel healthy.
