No, i'm pretty sure it's not a gyroscope. Gyroscopes have at least one pair of intersecting axises. this only has a "Y'' axis. This is just a pinning top with fluid in it which expands to the rims of the inside because of centripetal force.

@nathan82206 A gyroscope is any spinning object (including a top). The most efficient gyroscopes are wheel-like with it's mass concentrated about it's perimeter (like a bicycle tire or a flywheel). In any case, there is only one axis of rotation. In this case, the the fluid is pushed to the perimeter by "centrifugal" force and provides the mass, but does not assume nor maintain the speed of rotation and therefore is very inefficient. Centripetal force is provided only by the container.
it would be more eficient if you have a way to directly spin the liquid.

@Mgamerz it is simply a gyroscope that isn't mounted on a gimbal. Any spinning object produces a gyroscopic effect.

I think I bought it at my cities Scientific Wizadry before it closed. It's a liquid Gyroscope, and it's a great noisemaker.
