I can't add it for some reason I put it in the cheats section but it won't add the cheat!

the reason you cant add a cheat is because your not doing the following

-first go to rom select

-click options

- Settings

-there will be another one saying options click it

-uncheck Hide advance setting's

-and add your cheat.

No its just a code that he found thats mario voice in hex and then changed it to code by doing patching codes to gameshark notes fauber has and then editing value so it goes higher pitch.
