Um, what does having to obtain a permit for a treehouse have to do with PC?
It seems to me that one of two unfortunate but all too common scenarios might've happened...either somebody full of bitterness and no qualms about stooging a kid out did the complaining, or the parents crossed somebody and that person snitched on the kid in order to get back at them.

A license for a treehouse?! If only we could find out who was the person who snitched? Even PC was in in 1983!!! And i thought this was the era of Reagan!
A CBS affiliate using "CHL" is certainly unusual. A few CBS affiliates also used "MCTYW".

I had a treehouse in coral gables right during this time, no one ever bothered us about it
