u gotta wait for a LOT of turns (good to do GRADUALLY in the game) and somding called "support points" will go up....some characters ALREADY have GOOD amount of support points like eliwood and hector in FE7 (81 is needed for C sup...i dont kno da rest) den ull be able to support EVENTUALLY =)
