It is hard to say how good Spetnaz really is... They seem a bit clumsy and inefficient compared to Western counterparts. Usually there will be plenty of casaulties for both civilians and terrorists.

If suspects in SWAT situations were armed with automatic weapons, grenade launchers, RPGs, had military training and experience, a history of fighting to the death and so forth than I think they'd likely defer to FBI HRT or Delta, the nature of the game changes very drastically at that point

For most mundane situation in Russia (Police raids on Mafya groups etc) units like OMSN (SOBR) and OMON are used I believe, which are more like equivalents to SWAT units...

Why is it everytime they enter a hostage situation EVERYONE DIES? Including the hostages? Maybe they came in on snow skis or a tobagan? This is a propoganda film and they have alot to learn from the US Navy seals. Take lessons of out last Somali Hijack; snipers killed 3 men from the back of a battleship a mile away with unpredictable wakes. US keeps the hostages alive, USSR might as well just drop a bomb on their situations and get the same outcome.
