So, I looked this up on the internet and found out that it was a Counter/Divider CMOS Chip. RCA does not make this Chip anymore. But with this Information I cross referenced it on the internet and got this NTE#: NTE4017B CMOS Chip. I then went to my local Electronic Store and they had the Chip in stock, so I bought it. I unsoldered the old Chip and soldered on an IC Socket in it's place. And Installed the new Chip.

The Chip had this typed on it: CD4017BE RCA 410
