Because if you remember on the doomsday episode when she finnaly says goodbye to the doctor on the beach she says "The Torchwood over here is just opening o ill probably get a job there, i think i know a bit about aliens!"
So if she's working for torchwood, or is even head of torchwood, she would be able to have access to their alien tech
And that tech might be able to bring her back?
