I believe the GP2X is better than the PSP as far as GENESIS, Neo-Geo, CPS2, GBA, and MAME are concerned. I believe the PSP is superior for SNES and PSX.
Shows what you know. 3d 'Modding' is one thing, but now having to hack a system to play homebrew games is a whole other world. I've owned both, and psp just wasn't worth the hassle
