If you click on another Chicago tornado Warning video, you'll hear the sirens making a different sounnd. The one near Wrigly is the Same type of siren, but doesnt make the same tone as the rest of the City. . .

There is a siren conveniently located behind the left field bleachers. It is for the neighborhood, not specifically for Wrigley Field.

Pause at 0:12 and you can see the siren. It's a Modulator. It might actually be the same one that malfunctioned on the 4th and did Alternate Wail.
