No one was tortured.
These methods could not be used on everyone as the standards for treatment differ greatly depending on circumstances and status.

@nnjhansen It seems to me as if Congress has done both. The questionable decisions regarding "unlawful combatants" aside, what happens when the USA gets into a conventional war in the future. Every decision made today will have severe consequences in the future. If the USA can rewrite the Geneva Conventions to suit its own purposes, so can any country it engages with in the future.

@cf80to01 The US did not rewrite the Geneva Conventions, it upheld them. The protections the Conventions afford to captured combatants exist to provide an incentive to operate as a lawful combatant. Affording those protections to those who ignore the laws of war and operate as unlawful combatants turns the intent of the Conventions on their heads.

The purpose of the enhanced techniques was not obtain information but to make the terrorist compliant. Once compliant, the terrorist was interrogated using non-coercive means to obtain information.
