One of the more likely culprits besides incompetent leadership is Haiti's long isolation as the only free Black Republic in the western hemisphere. The Haitian revolution scared the hell out of the slave holding countries at the time of the revolution and there was no way but no way that they would officially recognize the Haitian state or trade with them.
