I have PC and get no shimmer at any height. I tried Halides, nice shimmer but way too hot. I have to run my chiller with the halides. I went back to PC and got rid of the money sucking chiller.
The further the light source is away from the surface the more of a point source it becomes. The sun produces shimmer it is bigger than any light bulb we have on the planet! Therfore any light source can produce shimmer if place far enough away. In fact i work at an aquarium store and we have a Flourescent light about 5 feet away from one of our water change bins and it produces shimmer in that bin!

Looks like a regular T5 or Compact Fluorescent Fixture. Why not show the LED's. All you showed was the top of the fixture?

You get shimmer from a POINT source of light.

When you post a video you might want to explain what it is.
If those are LED whites the shimmer is not close to a metal halide. I only see shimmer with the blues on. Is the white a standard PC?
