The only elevator I've ever been stuck in was a Dover Impulse a few years ago (Might have actually been a ThyssenKrupp). I've never been stuck on an Otis or a Schindler, despite the fact that I don't really like Schindler.
I wonder if the oil is low, causing the pump to cavitate and draw air into the piston. This might cause the rough ride, which could trigger fault sensors. The controller may realize the piston has drawn in air, which is why it is circulating fluid while stopped.

Same thing happened to me today, it skipped three, and went back down to basement, and then back to 2, then 3! it's annoying, because nobody was calling it!

Can we get an update on this elevator? Is the motor still running when it's stopped? Are they still doing lots of construction work on the parking garage?

f Railfan02 is right about THIS case, there's another big problem somewhere! That elevator does not have a constantly-running motor, like it does now (per older vids of this elevator).
I'll tell you all why the motor runs while the elevator is not moving. It is to keep it level at whichever floor it's on. Since it's hydraulic, that means there is pressure to lose. If that pressure is lost, the elevator will go down below the level. The motor runs to avoid that.

When it is moving, you cannot hear the motor. I can hear the motor from the ground floor of a 2007 Schindler and inside the car. That is the same thing with a Montgomery Elevator from the 1970s. I think they did fix it, a little.
Yes, I do like Dover elevators pretty good, but if the elevator motor is running when the elevator isn't going anywhere, it not only increases the chance of motor burnout, but it also wastes a huge amount of energy. So unless they fix the motor, they would come down with a huge electric bill.
At least it's working (somewhat) right. If it don't get stuck, that's fine with me. Although if you know the management contact, you might want to give them a call/message.

I have observed a 2002 Schindler do that. When the door closed the motor would start up but the elevator never moved.
