And no he wasn't a govt officer of politician, he lived an honest life and managed his finances efficiently.

In 2001 He should have forced Mullah Umar to hand over Osama Bin Laden & his band for murderers to America. Mullah Umar would have done this as all his goods & support was in Pakistan.
This way we would have been spared the Afghan war & subsequent inflow of Taliban & Al-Qaeeda into Pakistan.
Instead he his ISI chief told Mullah Umar to not hand over Osama as America was far away & they would not attack Afghanistan. Musharaf badly needed the Afghan war to justify his illegal dictatorship.
