I've seen this video before. This cat is stoned, but not off of weed. He is stoned after it went to the vet and got drugged. I hear people use the term "stoned" all the time when it isn't related to weed, eg you get stoned off of really strong pain killers.

Either this cat was drugged on something else, or stoned as shit, and I mean fucking STONED. Kinda doubt it's high off weed, I get my pets high all the time, all they really do is chill out, lay down, and sleep and shit, but one time I did ave my chihuahua pretty stoned and it ran over to the water bowl and stopped for a minute and forgot what it was doing .
