1) Elmar has a very.. disturbing voice naturally ;)

2) let's take this song for example (he uses many different sounds in different songs) - you need a "clipping" recording which should be compressed before. Then add an equalizing which makes the high tones much louder and add a mono delay (about 20ms, 6dB under the 'original') - you will get a similar result. Off course I can't know what he also uses (I think there are some effect machines I dont' know).
