how do i exchange money at the actual FX rate - everywhere i have looked - banks, bureau de change, travellers cheques/cards - none of them come even close to the official FX rate - its often 10% or more lower - they are skimming a whopping 10% just for shuffling a few bits of paper 9or hitting a few keystrokes on the computer).
