Actually this is not FM, since there is no modulating signal. Pushing the PTT with no modulation should result in a pure CW signal on an FM transmitter. But the radio used for transmitting does not have enough stability to give a good sounding CW signal. This influences mainly the beginning of the signals. Telling the truth I really don't know what is that strange sound following the end of the carrier.
