I suspect that Obama is following some extremely strongly worded advice from the military, who feel that the pictures would cause significant problems in Iraq. That said, he is overlooking... or at least delaying... a higher obligation to the truth. It could be that his intention is to release the photos once the US have pulled the bulk of their troops from Iraq... or he could bow to public pressure, which would make his release of the photos not look politically motivated.
