Im not saying cats dont love their offspring, BUT shes likely licking the dead kitten to help reduce its scent which would otherwise draw predators. She still has 1 living kitten to think about so having predators eating the dead one and looking for more isnt good. The living kitten may be too young to understand death. And the meow may just have been her feeling a bit of an invasion of privacy. Again im not saying cats dont care just that theres more to it then what were seeing.
