Actually when there's proof that someone's really a pirate the EU sends em most of the time to Kenya, where it seems that they usually are sentenced to 5 years in prison.

They still do it, four pirates were transferred to Kenya only two weeks ago.

And the place where these pirate attacks takes place are a sort of canal for international trade, not waters for fishing...
