no it isn'nt on practically all other washing machines with variable spin speeds, when the spin speed is reduced to less of the intermitant spin, the intermitant spin speed is matched to that of the final spin speed. also when selecting no spin, it should also cancel the intermitant spins, but on samsungs it dosern't
Isn't it normal that washers have a specifical spin speed while intermediate spins? And only the final spin is with the spin speed you chose?

It's normal at normal washers. I think so that the pump doesn't always run and 'eat' to much energy or something
I actually think of this way to minimize energy consume.
