The French Quarter did not flood. It was Lakeview, the lower 9th Ward and New Orleans East/Slidell. It was the Industrial Canal levee (next to the Lower 9th Ward) and the 17th Street Canal levee(next to Lakeview) which were breeched.

A lot of New Orleans has been rebuilt, but the FQ was fine.
