They don't die from chlorine because there water is obviously independent from the water in the toilet chamber. Notice when the toilet is flushed and the water level drops, it doesn't actually lower the water level where the fish are swimming? Regardless, sort of cramped aquarium for fish which will outgrow it.
If you look at it, you'll see the fish swim and live around the central column in the middle of the tank. There is no water exchange between the living space and the toilet's flush-water.
The fish tank and the water container of the toilet is not linked together in any way. The fish tank is only surrounding the toilet water tank... but like danielaquariofilia pointed it out, it doesn't leave them lots of space to swim :S. Luckily they only have a memory of 3 seconds HAHA :).

The fish tank is separate so its water doesn't empty with the toilet although some other ones do. I guess they were the ones built by idiots.

the fish are not in the water being flushed. they are in a separate compartment around it.
no fish cant like in chlorinated water, i guess the people on here arent bright enough to figure out that the fish were separated.
